Council approved a planned development for a wastewater treatment plant with a capacity of 12 million gallons a day to deal with growth of the city's east side.

Planned on city-owned landfill property between Buckingham and Lee streets just west of Alvin Avenue, the project includes a 16 acre nursery, 7 acres of water storage, a 25-acre park and 42-acres of water retention.

City engineer Saeed Kazemi said the plant needs to be operational within three years in order to meet anticipated demand.
