Marshall Letter

Dear Attendees of WRAC meeting July 5, and interested parties;  

Today, 7/7/7, is Planet Celebration/Protection Day,  so we ought to be doing our part.  

Regarding post WRAC CCC positions on Plan 6 EAA Flow-way:  Add another C for conveyance to replace the flow word, and another C for the C in CERP; so we have five C ' s here to consider, or C-5.   This was the name we used for an explosive used extensively back in the "old Corps".    

As a means to consider C-5, and consistent with the WRAC position going to the Governing Board July 11, we might want to back off Plan 6 a bit, and push all 10 1994 Recon Study conveyance options as a baseline for the SFWMD/USACE position to consider all opportunities for conveyance/flow south.   Both these positions as stated in the WRAC meeting are posted verbatim in the attached point paper. 

Actually, things got reasonably rational in reaching the WRAC position, relative to previous deliberations over conveyance/flow south through the EAA. 

Recall that a main reason for Pushing Plan 6 was the lack of any other plan in the EAA, as noted in the 10 minute ArtMarshall.org presentation, including an ASR Contingency Plan, with a new due date of Dec 2007.  In effect any data driven cost-effective based plan for flow south through the EAA would amount to an ASR Contingency plan, or ought to. 

From all that was said, I am guessing C-5 here, and would very much appreciate feedback no later than noon Tuesday, July 10, so as to address C-5 at the governing board.   Make that C-6.
